Several theoretical premises ratify that the problem of SDG 9 lies in the lack of sufficient investment in sustainable infrastructure and unequal access to technologies and innovation. This limits economic development and social inclusion in many countries, especially in developing countries. With that premise, the study aims to validate the aforementioned and add new perspectives, therefore, it is established as an objective: to predict the behavior and analysis of the results through both positive and negative quantifications of the various indicators related to the SDGs in relation to the generation of value in the manufacturing sector. For the robustness of the study, two phases are used, the first one composed of two stages that seek to project values and quarterly for the execution of models, the second phase composed of three stages consisting of linear model, predictor spaces and, finally, fuzzy logic algorithm. Within the relational model, employability, carbon dioxide emissions per unit of value added, per unit of GDP, research and development expenditure, resources allocated to infrastructure and value added are directly proportional elements; on the other hand, carbon dioxide emissions from fuel combustion are inverse to the relationship. One of the variables that is interesting to argue is the importance of research and development expenditures, but not the relevance of the number/volume of researchers. This aspect summarizes the need for quality before quantity.
