Government policies and their impact on the supply of medicines and medical devices at the MSP's Riobamba provincial general teaching hospital, period 2021-2023

Introduction: Medical supply management emerges as a critical challenge in contemporary healthcare systems, especially following the profound impacts revealed during the health crisis. Objetive: In this context, this research analyzes the impact of government policies on the supply of medicines and medical devices at the Riobamba Provincial General Teaching Hospital during the 2021-2023 period. Methods: Through a longitudinal descriptive quantitative analysis, the evolution of supply and its relationship with three main government policies was examined: the Substitute Regulation (AGREEMENT 0051-2020), the Medicine Near Plan (Decree 378), and Ministerial Agreement 00103-2023. Results: The results revealed a significant transformation in supply levels: medical devices improved from 59.8% to 79.2%, while medications increased from 58.0% to 68.3%. A strong correlation was found between policy implementation and supply levels (r=0.756 for medicines and r=0.823 for devices), demonstrating the positive impact of government interventions. Budget execution reached historic levels of 100% for devices and 94% for medicines in 2022, demonstrating significant improvement in management efficiency. Conclusions: The findings suggest that sequential and adaptive policy implementation can substantially improve medical supply management, although opportunities persist to consistently reach the 90% target established by the MSP.
