Based on the economic development model of the Triple Helix of Etzkowitz and Leydesdorff, cooperation between university, state and government, this research seeks to characterize the triple helix in the productive sector of the Latacunga canton for the strategic optimization of communication that contributes to socioeconomic development. region of. He compares it to explain if this triangulation affects the sustainability of the area as well as its development, highlighting the role of the university as a generator of innovative solutions to problems together with the company, being the catalytic state of the operation of this system through of legislation and fiscal incentives that are part of the economic policy and technological scientific policy. With a mixed approach and exploratory, descriptive and correlational research, it was possible to determine the relationship between the variables, which were validated by experts with the Cronbach's Alpha technique and the SPSS 26 program. The alternative hypothesis where the Triple Helix is integrated is accepted. to the sustainability of Latacunga. This articulation will allow a gradual reactivation, laying the foundations for sustainable and balanced growth thanks to the communications and negotiations of the stakeholders who are determined to carry out cooperation agreements, projects, technology transfer and business innovation for the sustainability of the sector.
